Important Notice: Recent changes to the state's Vehicle Safety Inspection Program are now in effect as of January 1, 2025. Check below for information regarding vehicle safety inspection and emissions test requirements.

Texas Vehicle Safety Inspection Program Changes

Beginning January 1, 2025, the state of Texas will implement several key changes to its Vehicle Safety Inspection Program. These changes are due to House Bill 3297 and eliminate vehicle safety inspections for non-commercial vehicles. However, all non-commercial vehicles in the state are still subject to a $7.50 inspection program replacement fee that will be paid when you register your vehicle with the Texas Department of Motor Vehicles. New vehicles (those of the current or preceding model year on the date of purchase) purchased in Texas that have not been previously registered in Texas or another state are required to pay an initial inspection program replacement fee of $16.75 to cover two years.

All commercial vehicles in all counties are still required to obtain a passing vehicle safety inspection. Because these vehicles still need to pay for a safety inspection, they are exempt from the inspection program replacement fee. If your commercial vehicle is due for a safety inspection, please schedule an appointment at David McDavid Lincoln.

Texas Vehicle Emissions Testing

Please note that emissions tests are different than vehicle safety inspections. While comprehensive vehicle safety inspections are eliminated for all non-commercial vehicles, drivers whose vehicles are registered in emissions counties are still required to have emissions tests. These emissions tests can be done quickly and easily at David McDavid Lincoln in Frisco, TX. Vehicles exempt from emissions inspections, including electric-only vehicles, continue to be exempt.

Emissions counties where emissions tests are required include:

  • Brazoria County
  • Fort Bend County
  • Galveston County
  • Harris County
  • Montgomery County
  • Collin County
  • Dallas County
  • Denton County
  • Ellis County
  • Johnson County
  • Kaufman County
  • Parker County
  • Rockwall County
  • Tarrant County
  • Travis County
  • Williamson County
  • El Paso County
  • Bexar County (Starting 2026)

Emissions tests are different than vehicle safety inspections. All Texans with vehicle's registered in emissions counties for major metropolitan areas are still required to have emissions tests each year. Emissions counties for 2025 include: Brazoria, Fort Bend, Galveston, Harris, Montgomery, Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, Tarrant, Travis, Williamson, and El Paso. Bexar County will be added to the list of counties requiring emissions tests in 2026.

All non-commercial vehicles in the state are still subject to a $7.50 inspection program replacement fee per HB 3297, which will be paid when you register your vehicle with the Texas Department of Motor Vehicles. New vehicles (those of the current or preceding model year on the date of purchase) purchased in Texas that have not been previously registered in Texas or another state are required to pay an initial inspection program replacement fee of $16.75 to cover two years.

As the name suggests, this fee replaces the revenue source for state programs and operations, such as construction and expansions of state highways, that were previously supported by vehicle safety inspections.
